The CICD pipeline for coKreat is not working

Expected Behavior:

When any PR is merged in coKreat portal or program service repository it should be auto deployed in dev environment.

Actual Behavior:
The auto build and deploy is not happening when PR is merged.

1. I am seeing the jira-description-action check is failing, though we are passing the correct issue id in the title.
