May want to denote LABEL semantics on layered images.

e.g. - latest label overrides..? etc.

Well that is the way it works in Docker, I am not sure how it is specified in the Container Spec.

Then a link->ref to upstream policy in our .md would be useful, as "policy"/behavior tends to shift.

It works that way for an ACI too.
