How to use local / privilege-escalation templates

I have stumbled across a whole section of templates for local use such as "code/privilege-escalation/linux/writable-etc-passwd.yaml". My question is how do I use these templates? Do I need to supply a target somehow? I have removed the "local" flag from my ".nuclei-ignore" file and nuclei still seems to not find any of these local templates. I always receive the below error.

"[FTL] Could not run nuclei: no templates provided for scan"

I can't seem to find any documentation on the site or examples for how to use these templates. Any help would be appreciated.
