Fixes inconsistencies in guidelines. Mahendra Giri pointed out inconsistencies in this document, stemming from the hasty merge of Blue Mountain's guidelines into the earlier Town Topics guidelines. This patch amends these inconsistencies. Nota Bene: these guidelines now depart from those used in the previous batches of Town Topics in the composition of date strings in issue identifiers; the older CCYYMMDDII convention has been discarded in favor of Blue Mountain's more readable and more easily parsable CCYY-MM-DD_II.
