In order to select the correct packages across RHEL 5 and RHEL 6, I look at the $lsbmajdistrelease variable. It seems that this requires the redhat-lsb-core package to be installed.
The puppet manifest I'm using is https://github.com/apache/trafficserver/blob/master/contrib/manifests/redhat.pp
