allow fixed effects?
how to handle clustering?

Need to confirm, but I think all we need to do is add the algorithm to:

https://github.com/statsmodels/statsmodels/blob/55aff1e2268f56cc26b45ddcc1f44e5f924f8d05/statsmodels/base/covtype.py#L67

and it should work.
