Can you explain more what you mean by broken?
According to the logs on my end provided to me by the Play Store, the in-app tip jar service is working correctly.

What kinds of errors are you seeing? Are you able to post screenshots here that do not have any sensitive personal information?

For several hours, every payment method I tried to use gave the error 'unavailable.' But it must have just been a glitch, because later that evening all payment methods were working.
