CI conda setup allows defaults

Per the discussion re anaconda legality and expenses at today's meeting, I just noticed that the conda env setup in the CI here permits the use of the defaults channel.

It's unlikely this is actually used since conda-forge is higher priority, but the possiblity should be purged.
