Server.py did not read file changes

We are trying to developed own ruleset by using Abc.py file dynamic But Server.py did't take data if i have changed the file value. In short suppose my server.py is running and then i'm editing my Abc.py file then server.py did't take any changes in file . for apply changes first we have to close the server.py and again start the server.py after that server take the changes. Why? and what is the solution?
