ENH: Conjunction tool

Part of mission planning involves planning for conjunctions with ground-based stations or other spacecraft.

Describe the solution you'd like
Implementing a tool that would allow a user to check when predicted orbits intersect within a given range of a spacecraft or ground station, either spatially or on geomagnetic field lines connected to the target.

Describe alternatives you've considered
One possible implementation could be an interface to the SSCWeb online tool. This is limited to existing spacecraft (I think), but could be a good first step.
