Create a jenkins pipeline to run full release build sequence

Description of issue

The build Jenkinsfiles for the server and UI are to be converted to parameterized pipelines. A wrapper pipeline should be created to link together all the build all the build jobs so that a full application build can be easily run.

Completion checklist

To close this issue, the following items must be satisfied:

• A wrapper pipeline is created that links and runs the full build process (UI + Server)
• The release tag/version is provided as a parameter to the pipeline so the pipeline can be used to build all releases.
