"Tripwire" described a feature whereby log levels below the current level are buffered in memory, and emit only upon an error.

This is a cost saving feature. See https://dev.to/aws-builders/saving-on-aws-lambda-amazon-cloudwatch-logs-costs-51od for a good description.
