Motech-message-campaign units of time support

Enhancement required in module: motech-message-campaign

Details: 

The message campaign module does not support time in increments less than a 
day. This prevents message campaign schedules from sending the same message 
multiple times per day and precludes short demo implementations of the message 
campaign module. Support for at least minutes and hours would alleviate these 
issues.
