Vejledningen bør forholde sig til forestillingen om, at man ikke skulle kunne bruge open source/udnytte stordriftsfordele ved at dele løsninger, fordi særligt den statslige sektor er heterogen.

Fx ved at fokusere på

  • forskellige typer af fordele ved open source
  • forskellige typer af løsninger hvor nogen er mere oplagte end andre, selv i staten
  • mulighederne i modulopbygning i løst koblede komponenter
