IANAL, but as far as I understand, the Apple licence requires you to run their OS on Apple hardware.
Assuming that your setting is Windows running on an Apple machine, you should probably try to tweak some of the VirtualBox settings.
IIRC VirtualBox can (optionally) forward some hardware information (such as the DMI etc) to the guest operating system. That might help.
Oops, I forgot to mention that currently I do not have a bootcamp environment to test it myself. I could try to get one running if needed, but it might take some time as I am currently busy with other stuff :(

Host: Windows 10, VirtualBox 5.1.28
I used dmg2img to convert the .dmg to .iso. I imported Tiger.ova, then pointed to the .iso.
It tries hard to boot but never quite makes it. See attached screen capture.
Can anyone help?
