Subject: [PATCH] Set default logger level to warn (#17684)

This PR leverages rapidsai/rapids-logger#8 to set the default logging level to warn and updates an associated test.

This PR also makes a CI script change to facilitate testing by ensuring that `RAPIDS_PY_CUDA_SUFFIX` is always defined before we would insert any download commands of files from linked CI.
