Can we automate the dashboard access and refund access to newly onboarded linked accounts

We need to go to our dashboard whenever a new merchant is onboarded by creating a linked account through our dashboard. Is there a mechanism in which we could automate this process ?

also, Razorpay is returning the error: Update linked account is locked by the admin for new users. Is there any steps we could take to remove the lock from the admin's side? We need to use a test account for initially developing our application. Is there any specific reason why the accounts were locked?
