Add time limit for tasks

This issue is meant to be an enhancement request.

Feature:
Add the ability to define a time limit for tasks.
This limit would trigger an alert if task takes too long to complete.

The alert should accept two responces.
  A: Dismiss and allow timer to continue
  B: Stop timer

The limit would be optional and allowed to be changed at any time.

Use Case:
Many development tasks are given an estimated time in order to fit in the 
production schedule (at least in my company).

This feature would allow developers to be reminded to stop working and 
communicate to the project manager that the task is taking longer than expected.

I have provided a mock-up of how the feature could be implemented into the new 
task dialog.
