What

Define OpenTofu module for managing a state bucket and GitHub Actions WIF access resources

Why

Many repositories may benefit from a basic OpenTofu+GCP via GHA IaC framework

How

Use google_storage_bucket, google_iam_workload_identity_pool, etc. resources from the Google provider
