Update color scheme for portal

the following are in the "accents" color section—they're given in a rainbow-like display:

dark/gray (sometimes used as dark text—i think a replacement for purple or brown?): 29, 31, 42
blue: 41, 98, 192
green: 88, 162, 66
yellow: 239, 186, 64
red: 235, 79, 43
white: 207, 210, 212

and in our main pages, we have these, with varying setups:

black (used for primary background on dark screens): 21, 21, 21
pure black (optional / other bg color): 0,0,0
grey (used for primary backgrounds on light screens): 150, 156, 165
light grey (used for text on both of these bg): 180, 187, 197
medium grey (used for text): 89, 101, 117
dark grey (used for text): 29, 35. 43
border (used against light bg): 112, 112, 112
border (used against dark bg): 32, 32, 32

@asutula i grabbed these from a color picker. i dont know what to explicitly set in tailwind, but i fed these to Cursor to alter my css file

We should get the HSL values from Wednesday. Not sure why the figma is missing the color info.
