If a Git commit only contains a change to a submodule, then the title of the downstream commit should be prefixed with DROP-IN-RPM so we can filter it out during rdopkg patch.

There is a "find changed submodules" script here: https://github.com/ceph/ceph-build/blob/master/ceph-pr-submodules/build/build. I'm not sure if that is entirely functional, though - there was a rumor a while back that it was not catching submodule changes. Maybe we could collaborate on a shared Python lib that does this.
