chore(ci): update setup-oras to latest release

Description of the change

This PR manually updates the action to use the latest release of oras-project/[email protected].

The new release uses Node.js 20 and therefore will remediate the deprecation warning:

Node.js 16 actions are deprecated. Please update the following actions to use Node.js 20: oras-project/setup-oras@ee7dbe1
