Just over a week ago I had a discussion with Tim Rozet where in the future APEX may provide a "quick" deployment where the image is prepared ahead of time, instead of working through all the stacks in a deployment. This method should make things faster to spin up, which might be useful in TOAD for certain testing scenarios (or development scenarios, which is the reasoning for this add to APEX).
The idea is to bring up a stable OpenStack environment quickly so that someone can start working on what they want to the side of OpenStack. A good example of this is that ODL or Contrail deployments just need a stable OpenStack deployment, but all development work would actually be around testing / deploying the SDN solution.
Another way to think about this is, "Give me an OpenStack so I can do my networking work".
This does not exist yet in APEX, but work might start on it after the currently OPNFV D release is completed.
