Add ansible role to add/modify security groups (enhance)

From Ansible2.0, os_security_group_rule is added to add/modify security groups.
Using this role, we can add security groups as well with ansible.

However, ansible 2.0/2.1 has following issue, so we do not introduce immediately, just wait for 2.2 or fixed 2.1.x .

@s1061123 I think since we're on 2.2.1.0 now, this is something that could move forward. Do you mind taking this on and seeing if we can make it for 17.03?
