gha: update to use oidc

this PR is primarily to use oidc to retrieve secrets, but also other improvements along the way:

1. cleanup and fixes to github workflow syntax
2. update github workflows to use latest action versions
3. update goreleaser config file format to latest version
4. fix codeql-analysis to run on default branch
