Sometime after 8pm every Wednesday, we should automate the building and submitting of the ensemble file to the hub. related to: #76

The issue title says "via CI". Have we had a specific discussion about what service we might use to run this? Are we imagining github actions? Other alternatives include: (1) the AWS-based stuff Matt put together for our model runs over the past few years; and (2) not ready yet, but something via TACC
