Disallow binary dependencies in python packages #29

cachi2 will set the cachi2:pip:package:binary property to true for the dependencies from pip that contain binaries within them. This in conjunction with [PR#1030][1] will not allow those.

FYI @rhartman93 @zregvart , this is supposed to be a replacement for #28 .

We might need to push back the effective on if this doesn't get merged soonish
