Bump qs and frisby in /server-tests

Removes [qs](https://github.com/ljharb/qs). It's no longer used after updating ancestor dependency [frisby](https://github.com/vlucas/frisby). These dependencies need to be updated together.


Removes `qs`

Updates `frisby` from 0.8.5 to 2.1.3
