This feature mainly uses multiple server connections, if more people chat will be very messy, in order to better allow players to choose this server chat can receive public chat (this receive public chat is another server players choose public chat he sent messages other non-this server can also see), but also allows players to choose public chat. I wonder if this can be achieved?

I don't completly understand your suggestion but do you mean something like chat channels? Where user can decide in which chat channel they are and only receive messages that got sent in this chat channel. Like example you have a global chat channel, world based, maybe a custom one where user has to prefix a message with !trade to send a message into the trading chat channel?

That's pretty much what it means, but instead of adding !trade, enter the command /global (/g) to switch to global chat and /local (/l) to switch to local chat to receive messages from players in global chat.

You can add a new placeholder such as server name in front of the global chat player (see Figure 2).
If you are chatting locally, you do not need the server name (see Figure 1).

One more feature and suggestion is that the chat supports & symbol color codes and hexadecimal colors (e.g. &#084CFB), and modifying the configuration file will not be confusing to read.

Legacy chat colors are already supported. The player has to have the permission fairychat.feature.minimessage to use tags like <red> and legacy color codes like &4.

modifying the configuration file will not be confusing to read.

What do you mean by that part? Is the configuration structure too confusing?

Configuration confusion is also just the color symbol in the configuration, in contact with other plug-in configuration are &. This is irrelevant.
