the kill -9 problem

since the telegram library i'm using is broken and won't exit properly even if I use updater.stop() and everything else that the devs have suggested, i have to properly close the IRC-side socket then kill -9 the python interpreter. this is NOT OKAY as I'm storing things to flat file and that can make things get very corrupted/lost.

this is gonna need attention from their dev team because it's just something i'm not equipped to fix.
