for managing various settings or retrieving telegram IDs for things

  • channel/group IDs the bot is in (along with a chat name and seen-user count)
  • full channel info
  • setting the various @'ing settings among other things
  • clearing the cache

secrets config will now include options to set your telegram username/ID as the administrator
