The fact it works in xfce4-session from startx is probably because Rhino Linux actually utilizes the unicorn-session - Does starting the settings application elsewhere work?
The Desktop Settings app opens instantly for me, so I am not experiencing that issue, but I am not finding a "System Settings" application - the closest I can find is Applications -> Settings -> Settings Manager. Could you explain exactly how you're accessing these submenus, and what platform you are on? (I am accessing them via right clicking on the Desktop)
I'm talking about this little menu as shown in the screenshot. When I click on any of these two menu options, nothing happens. But they do work if the xfce session loads instead of the unicorn one.

If you click on the desktop, and then look at its appmenu entries, there is a submenu for Desktop that reads: System Settings, Desktop Settings.
If you click on those, nothing happens!
However, if you don't load plank (e.g. if you start xfce4 via startx instead from via lightdm), these two options do load.
