cherry pick stack vector use in vulkan impl

Grab the stack vector structure from my old depth prepass branch and do the slight refactorings to the `renderPassAt()` function in the Vulkan backend. Diffs= b07ff750ca cherry pick stack vector use in vulkan impl (#9066)
