+ Fix the version numbers in files:

    vi Dockerfile newrelease_todo

    Dockerfile
        search for 'org.label-schema.schema-version='

    newrelease_todo
        search for ' v'


+ Edit CHANGELOG.md


+ Sync everything to github.

+ Install the newest version to trigger versioneer

    python setup.py install


+ Create a new tag (instructions from https://git-scm.com/book/en/v2/Git-Basics-Tagging)
  and push the tag to github

    git tag -a v1.9.3 -m "v1.9.3"
    git push origin v1.9.3


+ Rebuild Docker container and push

    dockerbuild/build.sh
    dockerbuild/test.sh


+ Edit the release notes on github
