Reduce Downtime on Robocups

Prep phase takes too long.

1. Only allow restarts if the robot left the start box.
2. Cancel run phase if robot did not leave the start box after 2 mins of run phase

Every thing else just looks bad for visitors.

Think how re-setup of the arena can be sped up

Discuss the final solution on RC GO 2025. We are unsure how to really add it.
Maybe must also be combined with general startup procedure (no switched on robots before entering the start box?).

In the current rulebook state, we suggest the solution above.
It might improve the visitor experience, but we should check it.
