rsgemt does not track all ads in MediaTailor live streams

The rsgemt adapter expects that all of the ad tracking info will be available at the beginning of an ad break. It stops pinging the tracking url when it encounters a break and does not resume until the break is over.

On MediaTailor live streams the ad data is not all available at the beginning. Ad tracking data can be added throughout the break. The result is the adapter will often track only one ad, even when MediaTailor stitches in more than one.
