[FEATURE] Next steps

Currently we do not have a clear way to inform users about the next steps they are meant to take when they complete a survey.

Describe the solution you'd like
We should build a generic, flexible, reusable "next step" system that allows us to clearly display one or more "next steps" to a user in various contexts. These "next steps" should be prioritized, independant, and driven by updatable rules. This system should not be explicitly tied to surveys, however surveys will be our first use-case.
