Cant change hotbar order #59

I am using 2 stacked hotbars, and by default , the first row is used. If i switch the order , (settings from 0,1,2,3 to 0,3,2,1) so that the last row is used for the added hotbar, even though the items appear on the hotbar , nothing happens.
