Issue migrated from code.ros.org reported by "tfoote", ticket #4019

Description
#3989 was successful for the wiki, but not for the autodoc files

So, this is a little bit tricky to do because rosdoc_lite isn't directly responsible for creating all of the html files that are generated. For example, doxygen will go ahead and write a bunch of html on it's own. I could write a script that throws in the tag retroactively, but isn't that what @tfoote already did? What makes the auto-generated docs different than any other wiki page? Am I missing something, or can I just close this?

My script might be too strict on the heading/url it's looking for to catch things not in the wiki higherarchy. But it does seem that the same script should(could) work.
