Cross-posting from ros-melodic-arch/ros-melodic-cv-bridge#6.

I could see using opencv because that's what arch is on
I could see using opencv3-opt because melodic -> bionic -> opencv3
I don't get the reasoning for using mixed opencv versions in ros-melodic
