Change nav2_regulated_pure_pursuit_controller to use modern CMake idioms:

1. Use target_link_libraries instead of ament_target_dependencies
2. Push the include directory down one level, which has been best practice since Humble.
3. Make sure to export the CMake target so downstream consumers can use it.

This is part of a larger series updating the CMake logic in Navigation2. There will be follow-up PRs changing more of the packages.
