Why this package is not eligible for Fedora ?
Not sure why libfprint-tod was never packaged for Fedora, but i think libfprint-2-tod1-broadcom is proprietary, DELL released the drivers but not the source code.

Update: just installed ubuntu, they list libfprint-2-tod1-broadcom as open-source.

Is this software an alternate version of a Fedora provided package ?
libfprint-tod, Yes, replaces libfprint
libfprint-2-tod1-broadcom has no alternate version in Fedora.

Additional context
A lot of DELL Laptops don't have fingerprint support in fedora, libfprint-2-tod1-broadcom is needed for 0a5c:5842, 0a5c:5843, 0a5c:5844, 0a5c:5845,0a5c:5864, 0a5c:5865, 0a5c:5866, 0a5c:5867 broadcom devices.
