Another wrinkle. In Google Sheets, the R[x]C[y] style of specification appears to be absolute when combined with a worksheet-specification (example: Sheet1!R[x]C[y] but relative to the host cell otherwise. I need to absolutely confirm this but that's my current hypothesis.
In Excel, I believe square brackets always imply relative reference.
E.g. (excel)
Sheet1!$C$2
or (google sheet formulas)R[-2]C[-4]
