PPPoE Vendor-Specific BBF Tags (TR101)

The TR101 extension allows to add vendor-specific BBF tags
to PPPoE PADI and PPPoE PADR messages. This extension supports
also new tags as defined in
draft-lihawi-ancp-protocol-access-extension-00.
