For instance if I have a parent context with an explicit 1.0 context and a child with a 1.1 context. Both will be merged into a 1.0 context before requisite processing is applied.

I don't remember the details, but I'm not even sure if the spec explicitly allows 1.1 and 1.0 contexts to be merged.
