Supporting indices in genv-docker

When using genv-docker, there is no function for cases where you want to deploy by specifying specific GPU numbers. So, we improved the function so that it can be received through the NVIDIA_VISIBLE_DEVICES environment variable. This can also be applied through the docker rest api, so it was set as the above environment variable.
