I am puzzled by the fact that there is a 0.4.0 release of netlink-packet-sock-diag on crates.io, but I can't seem to find the source for that release. Both here and https://github.com/little-dude/netlink only seem to have sources for 0.3.1.

Well, the rev doesn't exist. The most likely commit by commit message is this one. Checking that out, building the crate with cargo publish --dry-run and then comparing with diffoscope target/package/netlink-packet-sock-diag-0.4.0.crate ~/.cargo/registry/cache/github.com-1ecc6299db9ec823/netlink-packet-sock-diag-0.4.0.crate mostly shows formatting fixes (but I'm not a 100% sure. There's some as u8 that got deleted that might be semantically relevant). In any case, I suspect they ran cargo publish, noticed that they forgot to run cargo fmt && cargo clippy --fix or whatever tool they use, ran it, and commited. Not nice, not the end of the world.
