This endpoint (https://sailpoint.api.identitynow.com/beta/form-instances/:formInstanceID) can only be used to fetch form instances for yourself, and even ORG_ADMINs are not immune to this restriction. This is something that must be in the documentation, so that nobody else wastes hours of their life wondering about inexplicable 403s like I just did!
