A few tests failing on perlmutter-GPU

While cleaning up issues on the perlmutter/frontier dashboard, I realized there were a few test failures that were legit and not related to dashboard/configuration: https://my.cdash.org/viewTest.php?onlyfailed&buildid=2775063

It looks like most of these tests are failing at the final comparison with slightly incorrect values or just not converging. I'm planning on taking a look at these at some point so I figured I'd post this for tracking. The tests that are failing are as follows:

• corePDEs_SideSetLaplacian_3D
  This is the same as the one failing on other machines
• corePDEs_SteadyHeatConstrainedOpt2D_Scalar_And_Dist_Param_Hessian
