does your system have a "double-opt-in procedure" - Newsletter registration?
and is it compatible with Evolotion 1.4?
About an answer I would be happy.

double-opt-in procedure - no, but you can send issue (ex. create param &doubleOptIn)

and is it compatible with Evolotion 1.4? - Yes, latest release.you may have to manually change the path to phpmailer.
although there is a bug when creating tables in the database (ALTER TABLE must be done manually)
